Government Relations
The Alberta Liquor Store Association (ALSA) is the collective voice of Alberta’s private liquor retailers. We advocate for a fair, competitive, and transparent marketplace that allows independent and chain retailers alike to operate sustainably while continuing to deliver choice, service, and value to consumers.
ALSA represents member interests on issues such as taxation, mark-ups, warehousing, regulatory reform, pricing structures, and retail operating conditions. Through formal submissions, data-driven analysis, and coordinated industry engagement, we ensure that the retail sector’s perspective is clearly heard whenever changes are proposed to Alberta’s liquor system. Our advocacy is grounded in practical retail realities and focused on protecting the long-term health of Alberta’s private liquor marketplace.
Advocacy
ALSA maintains active, professional relationships with Alberta Gaming, Liquor & Cannabis (AGLC), Connect Logistics Services (CLS), BDL, BCMB and other provincial decision-makers to ensure that retail perspectives are embedded in policy development and operational planning.
We act as a trusted liaison between government and the retail trade, translating regulatory and operational changes into real-world impacts at store level — and conversely, bringing retailer feedback, concerns, and solutions back to regulators. Whether the issue is warehousing performance, system costs, regulatory compliance, or policy reform, ALSA works to keep lines of communication open, constructive, and focused on practical outcomes for Alberta’s liquor industry.
Stakeholder Support
ALSA supports its members by strengthening the relationships that underpin Alberta’s liquor supply chain — including importers, suppliers, logistics providers, and government partners. We help retailers navigate system changes, understand regulatory obligations, and stay informed on operational and market developments that affect their businesses.
Through education, communication, and coordinated industry engagement, ALSA creates alignment across the trade so that retailers are not operating in isolation. Our role is to ensure that Alberta’s liquor ecosystem functions more smoothly, more transparently, and more collaboratively — giving retailers the tools, insight, and representation they need to succeed in a complex and highly regulated marketplace.
How Does It Work?
ALSA operates by bringing together Alberta’s private liquor retailers under a single, organized voice and then engaging directly with the organizations that shape how the system functions — including AGLC, Connect Logistics Services, government ministries, and industry partners. Member feedback, operational data, and on-the-ground retail experience are collected through committees, meetings, and ongoing dialogue, then analyzed and consolidated into clear positions and recommendations.
ALSA uses this information to advocate, negotiate, and problem-solve on behalf of the trade, ensuring that policy, pricing, logistics, and regulatory decisions reflect how Alberta’s liquor market actually works in practice. The result is a more informed, more responsive system that better serves retailers, suppliers, and consumers alike.
